I've messed with it. It's kinda simple really. I took the sniper rifle, and the ammo type/projectile uses darts. Velocity, damage and range of projectiles have been increased. The Tranquilizer Rifle in Modern Combat was really easy to do. But it required making different projectiles to get more range and distance. Feel free to pick apart the code/settings and use it. It was honestly something I came up with for sh*ts and giggles.

Hell's Kitchen will probably be the first map released fairly soon. Liberty Island is looking good but it is missing a few things(such as the statue)

If you mean the stuff under "Filter" in Actor properties in UnrealEd... that's all pretty much irrelevant to Deus Ex. I'm not sure what you're suggesting. My current changes involve an increase to the distance at which NPCs will hear gunfire (and explosions), which increases with difficulty setting.
