I've been playing with skill roulette. It looks like the sniper is the only one that has the binary squadsight vs. snapshot. Aww, that's a shame. Well, close and personal has its merits. Taking three shotgun shots at a target in one turn is kindof cool. You can really bring the pain. It's just not something I can afford to take on my first two assaults. And it's ok to take a 95% shot...so long as it's not a win-loss thing...

Basically, XCom is a numbers game. The crucial metric is the number and risk of lethal shots taken on your team. You need to bring this metric as low as possible. I think partial flanking is a bad idea. You need to know what you get from being in cover, and the game is already vague enough. What is the most important part of XCom? That you're fighting a war against alien invaders. That is the single most defining aspect of the game.
