Admiral Justin is in the slums if you take the WC storyline.

Getting to TRM is easy:
  • Type "open 22_DXO" (no quotes).
  • Go upstairs and talk to the big guy in the armoury (to the right at the top of the stairs).
Getting to Admiral Justin is a little more complicated:
  • Type "legend" (again, no quotes).
  • Go to "Edit Flags" and click "Add".
  • Call the flag "QR_Main_KidnapKevo" (not case sensitive) and click OK.
  • Escape out of the legend menu.
  • Type "travel 22_FCSlums"
  • Go to the helipad.
  • Give yourself a riot prod (typing "equipme" will do the trick) and knock the pilot unconscious. He's standing in front of some crates in the corner.
  • Pick up his body and follow the directions That Guy gives you.
