No there are no other ATM's, the very reason that one is out of order is because we want the player to earn his way out of the district. It's a test to proove that Trestkon is still worth his salt (there is a PM about this, but the script to trigger it in the alpha was b0rked).
You don't HAVE to do any of the side missions though, you can simply break into the Diner and the coffee shops and steal the money you need. There are also a few credits in the basement of the apartment building and in Alpha Operator's office.
