I think the guy your talking about is the scientist that escaped from WC who lives down in the sewers. I think the ketchup thing is just a passing thought. He really doesn't expect you to actually give him ketchup. I haven't found ketchup that you can pick up in the game yet.. perhaps there is I dunno. And if you did have ketchup to give him, It would be a moot point because it doesn't happen in the context of a mission so no rewards for that.

Checked it in my first playthrough. You can't give Dr. Dumb Lunatic a bar of ketchup.
