WC Basement questions: prison key and UC

How do I open the prison cells in the basement (where Slicer is)? Where do I get the key(s)?

Also, there is a launcher sequence indicated on the UC in the basement, where do I get that? I have uploaded the other code. Or if that question doesn't make sense, what (if anything) am I supposed to do with the UC in the basement?

Thank you, strange how some of the easiest issues can be overlooked, the key was right there. For #2 I haven't been much through the sewers so I reckon that this is for a later part of the game, I will wait.

It's not a part of any mission, it's just a side thing. You get the quad launcher muuuch earlier from doing it.
