WC missing sidequest problem

One time when I worked for WC and went on the "Find Despot" mission, Scara commissioned me to screw up Evil's computer and That Guy gave me a virus to hit his comp with. This time I didn't get that, does anyone know how to trigger that scene?

And since I'm past it, does anyone know the settings for one of the main flags in the Legend menu? I'd like to artificially add the quest in if I can.

Tell him about Andreus hacking in to WC. You should know though, that this also triggers the bad ending for Raving's weapon shop.

Which (obviously) required you to have visited Raving (and talked to him) to know...

Raving's is persistent unauthorized competition to WC and is known to have actively engaged in illegal corporate espionage and active distribution of the physical products and data obtained in same. Raving's deserves to be removed from the business landscape of the city.
