That's weird about the lag, because for me, the bloom and bump-mapping cause pretty much no framerate drop at all - I do get a major hit with the ambient occlusion though.
I'm still experimenting with the settings, might post a config later. One thing I can already say about both the original enbseries.ini and the one used in the "Ultra Quality" mod, is that it's a good idea to set
BloomAllowOversaturation=0
-it helps with the overbright menu, and improves some of the overbrighting in-game, while still allowing for a reasonable amount of bloom.
Also, do remember that this is only the first test version, the bump-mapping is highly experimental (that's why the settings for it are in the in-game menu rather than in the config file).
