Wasn't there something like that in Mission: Impossible 2? M:I2 was released same year as DX though, so obviously it's not a reference to that movie

It probably happened during the cold war during their biological weapon project. I'd bet it would be in that.. I did watch a documentary about that sort of thing but it didn't meantion anything like that. I do know that it was a common practice to infect real people with viruses and study the way they died during that period so I don't see why not. Then again they could have just ran an assumption in the story and suggested "wouldn't that be cool" but I don't know.
