Issue with graphics and banding with Deus Ex

I have been replaying Deus Ex and some mods like Fatal Weapon and Hotel Carone. I haven't played in a long time, but I noticed a graphic issue which I cannot seem to fix. I am getting terrible banding and posterization (if that is the correct term) and I have not had this issue before, or at least it has never been this bad. Here is one of my INI files (HotelCarone)with all the settings. I do have DirectX 10 and 11 and Kenties launcher, but no idea what is going on or how to fix this. Can anyone help?

TBH, I stopped using the DX10 drivers on my newest rig because of similar problems and went to the DX9 driver - it just seems overall more stable. So the first question I would ask is if this happens with the DX9 drivers?

Excuse the very late reply, haven't been on here in ages and I'll have to check when I can and haven't tried playing Deus Ex in a while since I don't have the CD anymore and lost my Deus Ex files with a hard drive crash. I have a backup but its on a hard drive that keeps cutting out, but as far as I remember I think I may have had the issue on DX9 as well.
