I believe the Tor project used to publish a list of exit nodes. I know they publish a Tor relay list because they have to. Proxy.org/tor.shtml is one list. You can block it. Many sites do and aren't reachable over Tor. I believe it's something that the Tor project has been making progress on, however, especially with man-in-the-middle blocks (eg. On blocking the comedy angry internet troll's account+IP, it's still totally logical to do. That forces it to make a new account, and forces routing through a new proxy. It isn't a solution, but it helps make trolling more tiresome to the troll.
