Do the troopers noises mean anything?

This is the noisiest bunch of troops I've ever met; always whistling, grunting, coughing etc. Does it mean anything, like come talk to me I have info for you?

Nah, they do that so the player knows they are there. An early warning system of sorts. Someone a bit more knowledgeable might explain it better, but I think the game gets the AIs to bark when you're getting close to them.

Not particularly, it's just for atmosphere and realism. When you run into someone they typically aren't staying perfectly silent but are doing something that will cause some noise.
