What does the "Dump locations" on legend menu do?

What does the "Dump locations" on legend menu do?
I have asked before a long time ago but never really figured it out, on the legend menu (using the legend cheat) what does the add and view dumps buttons do and how do you modify the user.ini to use the dumps? When I pressed add dumps, just says you need to modify the settings in the user.ini to use it.

When you press 'Dump Locations', JC takes a giant dump in the location you're currently in. At least, that's how I understand it - YMMV.

I imagine its a debugging tool for the devs that is of little to no interest or value for a player
